With 70 years of operation, the Vietnam Union of Friendship Organizations (VUFO) has maintained its role as a politico-social organization in charge of the people's external relations about peace, solidarity and friendship; operating under the leadership of the Party and the State according to the law; being a member of the Vietnam Fatherland Front, acting as the focal point for coordination in people's foreign affairs and foreign non-governmental affairs. In particular, the deepening relationship with Japan is a concrete demonstration of the success of VUFO that connects the comprehensive development cooperation opportunities of the two peoples.
After the two countries established formal diplomatic relations in 1973, the relations between Vietnam and Japan have developed rapidly in many fields: Economic, political and cultural exchanges, especially the establishment of a strategic partnership for peace and prosperity in Asia in 2009.
The demand for people's external affairs requires more initiative, creativity and flexibility to improve efficiency. In order to create favorable conditions and support activities of the Vietnam-Japan Friendship Association (VJFA) in particular and VUFO in general, we decided to establish the Vietnam-Japan Cooperation Center (VJCC) with the certificate of registration of Scientific and Technological activities from the Ministry of Science and Technology. VJCC will mobilizing domestic and foreign aid sources, gathering those resources to support the people's diplomacy activities of the VJFA and its member organizations. VJCC’s upcoming activities is centered on:
- To build a capable contingent who is enthusiastic about people's external relations.
- Cooperate with Vietnamese and Japanese partners to do the advocacy works, to be a friendship-bridge between the two countries.
- Building a diverse network of partners; taking the initiative in researching and looking for new cooperation opportunities that the two countries have strengths.
I am confident that the Vietnam-Japan Cooperation Center will continue to receive the support and assistance of the leaders, distinguished guests, organizations and agencies of Vietnam; In particular, the Ambassador, Government agencies, Japanese organizations and enterprises will actively support and cooperate closely so that VJCC will truly bridge the gap effective and durable for the friendship of the two peoples.

The friendship and cooperation between Vietnam and Japan are developing well, the potential for developing relationship between the two countries is enormous. The demand for people's external affairs requires more initiative, creativity and flexibility to improve efficiency. In order to create favorable conditions, the Vietnam-Japan Friendship Association (VJFA) decided to establish the Vietnam-Japan Cooperation Center (VJCC) with the certificate of registration of Scientific and Technological activities from the Ministry of Science and Technology.
This will be the focal point of the Union in cooperation with VJFA to organize and conduct research programs to promote economic, cultural and scientific exchanges between the two countries, thereby strengthening the understanding and relations between the two peoples of Vietnam and Japan.
VJCC also calls for and mobilizes domestic and foreign donors, pool resources to support people's external affairs, implement scientific and technological programs, projects, services as authorized of donors; carry out the activities of the people's external relations of VUFO, VJFA and its member organizations.
VJCC promises to be a bridge for cooperation between Vietnam and Japan, contributing positively to the socio-economic development of Vietnam as well as the friendship and cooperation between the two peoples. To help VJCC effectively perform its functions and tasks, we hopes and believes strongly that VJCC will receive support and assistance of the Party and State agencies, related ministries, agencies, embassies and other organizations in Japan, as well as the cooperation of Japanese and Vietnamese businesses, as President Ho Chi Minh once said: "The future of Japan and Vietnam are closely linked. Our solidarity will definitely win. "
